Shanxi Introduces 20 Measures to Boost High-Quality E-Commerce Development

Recently, the Shanxi Provincial Department of Commerce and five other departments jointly formulated and issued the "Several Measures for Promoting High-Quality Development of E-Commerce," introducing 20 specific initiatives across multiple areas to advance the province's e-commerce toward high-quality development, high-level openness, and high-efficiency governance.

In terms of cultivating market entities, the Measures explicitly support the digital transformation of traditional commercial enterprises, encourage major domestic e-commerce platforms to empower Shanxi's e-commerce ecosystem, and support localities in nurturing and strengthening regional e-commerce industry clusters. At the same time, e-commerce bases are encouraged to apply new technologies for transformation and upgrading, and to actively pursue designation as national-level e-commerce demonstration bases.

In promoting e-commerce empowerment of industries, the Measures propose advancing the embedded integration of e-commerce with manufacturing industrial belts such as glassware, ceramics, and baijiu, as well as agricultural product industrial belts including aged vinegar, medicine-food homologous substances, premium specialty coarse grains, and distinctive melons and fruits. Shanxi will advance the digitalization of commercial services, rural e-commerce serving rural revitalization, build brand promotion platforms such as "Shanxi Premium Products," and carry out the "Famous Products Out of Shanxi" online brand cultivation campaign.

The Measures also propose establishing a professional e-commerce service system, introducing well-known livestreaming e-commerce service institutions, and cultivating local e-commerce talent teams. A dynamic product selection mechanism will be established, and a marketing model of "short video seeding plus livestream conversion" will be developed. The application of technologies such as artificial intelligence, big data, virtual reality, and augmented reality will be accelerated, and new models and new business formats including instant retail, interest-based e-commerce, content e-commerce, community e-commerce, green e-commerce, and cross-border e-commerce will be developed, driving e-commerce to transition from price competition to quality competition.

In the area of opening up to the outside world, the Measures propose optimizing the functional positioning of the comprehensive cross-border e-commerce pilot zones in Taiyuan, Datong, and Yuncheng, developing cross-border e-commerce, promoting Silk Road e-commerce development, and continuously expanding international exchanges and cooperation. Financial service support will also be optimized, e-commerce business order will be regulated, a green e-commerce development environment will be fostered, and the attraction, cultivation, and training of e-commerce talent will be strengthened.

To ensure policy implementation, the Measures require integrating government affairs resources, industrial resources, and factor resources, strengthening coordinated efforts among departments including commerce, cyberspace administration, industry and information technology, culture and tourism, agriculture, and market regulation, improving supporting measures, and unleashing the superimposed effects of policies.
