On October 8, the website of the Ministry of Human Resources and Social Security published the minimum wage standards for all provinces, autonomous regions, and municipalities directly under the central government (as of October 1, 2026).
The minimum wage standard is a statutory labor benchmark. It is the minimum labor remuneration that the state mandates employers to pay to workers in order to protect the basic livelihood of workers and their family members. It has the characteristics of being statutory, guaranteed, and mandatory. It is an important policy tool for the government to regulate wage distribution in the labor market, one of the important reference standards for the market-oriented allocation of human resources, and also an international convention for government protection of workers under market economy conditions.
In terms of the monthly minimum wage standard, Shanghai ranks first nationwide with a standard of 2,740 yuan; in terms of the hourly minimum wage standard, Beijing ranks first nationwide with a standard of 27.7 yuan.
Currently, Anhui's monthly minimum wage standards are: the first tier is 2,320 yuan; the second tier is 2,170 yuan; the third tier is 2,100 yuan; and the fourth tier is 2,000 yuan. The hourly minimum wage standards for part-time employment are: the first tier is 23 yuan; the second tier is 22 yuan; the third tier is 21 yuan; and the fourth tier is 20 yuan.

1. What is the minimum wage standard? The minimum wage standard refers to the minimum labor remuneration that an employer should pay according to law when a worker has provided normal labor within statutory working hours or within the working hours agreed upon in a legally signed labor contract. It generally takes two forms: the monthly minimum wage standard and the hourly minimum wage standard. If a worker has provided normal labor within statutory working hours or within the working hours agreed upon in a legally signed labor contract, and the wages paid by the employer to the worker are lower than the locally published minimum wage standard, this constitutes an illegal act. If a worker fails to provide normal labor within statutory working hours or within the working hours agreed upon in a legally signed labor contract due to reasons attributable to the worker, the minimum wage standard payment provisions do not apply to their wages.
2. Does the minimum wage standard include social insurance contributions and overtime pay? According to the Provisions on Minimum Wages, when a worker provides normal labor, the wages payable by the employer to the worker shall not be lower than the local minimum wage standard after excluding the following items: (1) wages for extended working hours; (2) allowances for special working environments and conditions such as middle shifts, night shifts, high temperatures, low temperatures, underground work, and toxic or harmful conditions; (3) welfare benefits for workers as provided by laws, regulations, and national rules. Many places stipulate that the minimum wage standard includes the basic pension insurance, medical insurance, unemployment insurance, housing provident fund, and other expenses paid by the worker personally.
3. If an employer violates the regulations, how can workers protect their rights? If an employer violates the minimum wage standard payment regulations, workers may report and complain to the local human resources and social security department, or apply for mediation, arbitration, or file a lawsuit according to law.
