Xiamen Adopts Integrated Approach to AI Deployment, Empowering Cross-Industry Transformation and Upgrading

Chen Duo, deputy director of the AIGC Special Committee of the Fujian Provincial Artificial Intelligence Association, said in an interview in Xiamen on October 6 that "AIGC (generative artificial intelligence) has boosted the efficiency of traditional film and television production by 30 to 50 times, which is almost a 'dimensionality reduction strike.'" With technologies such as visual style adaptation and one-click multilingual translation, the barriers for AI short dramas going overseas are steadily being lowered, and small-language markets are becoming a new blue ocean.

Chen Duo is also the founder of AINext, an AIGC-native company, and the enterprise is based in Xiamen Software Park. The team has been deeply engaged in the AI film and television content track for many years, has cooperated with overseas platforms, produced a series of AI short dramas, and generated multiple hit works. He said Xiamen has a solid foundation in the software and information industry, with dozens of AI-related platforms operating stably, providing fertile ground for enterprise development.

AI is empowering all industries, and in Xiamen it is moving toward full-domain deployment. In July this year, the Xiamen Artificial Intelligence Public Service Platform was officially launched, gathering more than 2,100 AI resources including large models, computing power, and datasets, and exploring a deeply integrated model of "AI + enterprise services."

Entering the Xiamen Artificial Intelligence Innovation Ecosystem Community located in Phase III of Xiamen Software Park, AI consumer application scenarios such as AI supermarkets, AI consultations, and AI photo generation come into view. "AI + ocean," "AI + healthcare," "AI + animation and gaming," and other "AI+" industrial ecosystem cases and development achievements are presented in a concentrated manner, making it hard to take it all in.

The community is an important part of the Fujian (Xiamen) Artificial Intelligence Industrial Park. Huang Yihang, a cadre of the Software Industry Division of the Xiamen Torch High-tech Zone Management Committee and a doctor of engineering, introduced that high-quality scenario applications are the core advantage of the industrial park. Since the beginning of this year, the industrial park has cultivated 4 provincial-level high-quality artificial intelligence enterprises, 6 provincial-level high-quality artificial intelligence large models, and 23 high-quality artificial intelligence products.

Xiamen has deployed AI empowerment platforms at multiple points. In June this year, China's first "Volcano Engine Digital Content Innovation Laboratory" landed in Siming District, Xiamen, providing "one-stop" AI empowerment services covering tool supply, technical support, talent training, supply-demand matching, and resource guarantees for AI service providers and real economy enterprises.

Tian Jie, deputy director of the Siming District Science, Technology, Industry and Information Technology Bureau, said that Siming District is building a digital content creation public service platform and linking it with the laboratory, aiming to connect Volcano Engine's technical capabilities and help enterprises achieve digital and intelligent transformation.

Taking Fujian's advantageous pillar industry—the textile, footwear and apparel industry—as an example, AI fitting allows consumers to intuitively preview the wearing effect, effectively reducing product return rates; the application of AI tools in marketing can reduce costs and increase efficiency, and achieve precise push notifications. It is reported that the public service platform currently has 360 registered enterprises, of which small, medium and micro enterprises account for nearly 90%, mainly covering industries such as software information, intelligent manufacturing, AI short dramas and comic dramas, and smart retail. Registered enterprises can call Volcano Engine large models and the latest AIGC tools to achieve low-cost, high-efficiency creation.

Chen Duo believes that the imaginative space of AI is far from fully opened, and he expects that in the future AI film and television content will expand from short videos to medium- and long-form dramas and even cinema-level film and television works. "AI is good at quickly producing content, but script creation and aesthetic judgment still depend on people. The value of professional talents such as screenwriters is irreplaceable. Technology gives wings to content, while people are always the soul of creation."
