Beijing Pushes to Build a Model City for Intellectual Property Strength

Approved by the Beijing Municipal People's Government, the "Intellectual Property Development Plan for Beijing During the 15th Five-Year Plan Period" (the Plan) has been officially issued, according to a report by China News Service on October 10.

The Plan specifies that by 2030, Beijing will create a hub for intellectual property that supports innovation in new quality productive forces, a leading zone where intellectual property empowers key industries to strengthen and upgrade their supply chains, a preferred location for efficient resolution of intellectual property disputes, a pivotal port for high-end intellectual property service resources, and a showcase window for international intellectual property cooperation and exchange.

The Plan is anchored to the overarching goal of building a model city for intellectual property strength with high quality, identifying two positioning aspects for intellectual property in economic and social development and in the process of building a strong nation. It seeks to handle five relationships: top-level design and local practice, quantity and scale versus quality and efficiency, law enforcement supervision and service guarantees, an effective government and an efficient market, and deepening reform and opening up. It focuses on 17 aspects across five major sections—"strengthening top-level intellectual property design," "promoting the realization of intellectual property value," "optimizing 'Beijing Services' for intellectual property," "coordinating international intellectual property cooperation and competition," and "advancing the modernization of intellectual property governance"—as well as six special columns with over 160 main tasks, striving to reflect the overall positioning of promoting pioneering spirit, adhering to the highest standards, and highlighting the capital's characteristics.

The Plan proposes that by 2030, the model city for intellectual property strength will be basically completed, with comprehensive intellectual property strength greatly enhanced, international influence and competitiveness steadily improved, the role of the Beijing-Tianjin-Hebei region as a national driver of high-quality development more prominent, and support for high-quality development and the construction of a modern economic system more robust. By 2035, the model city for intellectual property strength will be built with high quality, with a strong and resilient intellectual property policy and institutional system, deep integration of intellectual property with the modern economic system, a highly conscious intellectual property culture basically formed, and significantly enhanced international influence and competitiveness, becoming a pioneering area for international intellectual property innovation and development, a gathering place for international high-level intellectual property talent, a distribution center for international high-quality intellectual property resources, a preferred location for resolving international intellectual property disputes, and a new highland for realizing international intellectual property value.

Next, Beijing's intellectual property system will fully carry out the publicity and implementation of the Plan, incorporate its implementation into the important agendas of all units, fully leverage the role of the intellectual property office meeting mechanism, consolidate intellectual property work synergies, coordinate and advance division of labor, fully explore a batch of typical cases and application scenarios with strong enterprise resonance and good enhancement effects, and contribute intellectual property wisdom and strength to the capital's high-quality development.
