The Shandong Provincial People's Government has issued the "Shandong Province Digital Strong Province Construction '15th Five-Year' Plan," laying out a systematic roadmap for building a digital powerhouse over the next five years.
The Plan is divided into eight chapters, covering overall requirements, key tasks, and safeguard measures, among other aspects.
It adheres to a people-centered approach, reform and innovation, systematic thinking, and security and controllability, taking digital-intelligent empowerment of high-quality development as its theme and the deep integration of the real economy and the digital economy as its main thread.
With "Data Elements ×" and "Artificial Intelligence Plus" as its levers, and focusing on digital industrialization, industrial digitalization, data value creation, and digital governance services, the Plan systematically advances digital-intelligent development across all sectors of Shandong's economy and society, cultivates new quality productive forces, and comprehensively builds a digital strong province excelling in technology, industry, governance, infrastructure, and ecosystem.
The Plan proposes that by 2030, Shandong's level of digital strong province construction will be comprehensively elevated, digital transformation of production methods, lifestyles, and governance approaches will accelerate, the quality and effectiveness of digital development, services, and governance will be substantially improved, and the digital strong province will fully leap to a digital-intelligent strong province.
By 2035, the effectiveness of digital strong province construction will be fully unleashed, digital-intelligent development across all economic and social sectors will achieve remarkable results, and it will powerfully support the building of a socialist modernized strong province in the new era.
At the same time, the Plan also specifies key indicators for Shandong's digital strong province construction during the "15th Five-Year" period.
These include that by 2030, the number of high-quality industry datasets at or above the provincial level will reach 300; the average annual growth rate of the added value of core digital economy industries as a proportion of regional GDP will exceed the national average; the operating revenue of core artificial intelligence industries will reach 300 billion yuan; and the total scale of intelligent computing power will reach 35,000 PFLOPS, among other specific targets.
In terms of key tasks, the Plan makes systematic arrangements across six areas: data elements, digital industry, real-digital integration, digital governance, digital infrastructure, and digital ecosystem.
Regarding data elements, the Plan proposes strengthening data-driven approaches and fully unleashing element value, accelerating market-oriented reform of data element allocation, and focusing on advancing high-quality data supply, efficient circulation, and high-value application.
For example, to strengthen high-quality data supply, Shandong will implement a special action for building high-quality industry datasets, focus on artificial intelligence development and application in key industries, and create a batch of general, industry-general, and industry-specific datasets as well as multi-level knowledge corpora.
In terms of digital industry, the Plan proposes focusing on advancing digital-intelligent technology innovation, artificial intelligence industry development, and growth of core digital economy industries.
Among these, regarding strengthening digital-intelligent technology innovation, the Plan specifies concrete measures for tackling key digital-intelligent technologies, building digital-intelligent science and innovation carriers, and transforming digital-intelligent science and innovation achievements.
For example, Shandong will deeply implement the artificial intelligence science and technology innovation action, increasing research and development support for multimodal intelligence, generative intelligence, brain-inspired intelligence, embodied intelligence, and swarm intelligence.
At the same time, it will deploy and build a batch of platforms for concept validation, pilot testing bases, and inspection and testing oriented toward artificial intelligence and data fields.
To accelerate the building of a highland for artificial intelligence industry development, the Plan makes specific arrangements regarding the data industry, large model industry, intelligent computing industry, intelligent agent industry, and intelligent application scenarios, promoting coordinated development of the entire artificial intelligence industry chain.
For example, in the data industry, Shandong will carry out a data industry cultivation action, plan and build around 30 data industry clusters, cultivate around 10 data annotation bases (industrial parks) with high technological levels and strong resource concentration, and create a batch of data empowerment workshops.
It will support cities such as Jinan and Qingdao in advancing pilot construction of data industry cluster zones and actively carry out pioneering data annotation work.
It will support the development of the National Health and Medical Big Data Center (North).
Around expanding core digital economy industries, the Plan makes arrangements regarding advantageous industries, platform economy, and frontier industries in the digital-intelligent field.
For example, in advantageous industries, Shandong will cultivate a batch of Shandong-version basic software and industrial software, support Jinan and Qingdao in leveraging their role as China Software Famous Cities, and continuously improve innovation sourcing capacity.
It will deepen the construction of provincial-level digital economy innovation development pilot zones, improve the high-quality digital economy development project library, arrange and build a batch of digital industry clusters in echelons, and strive to cultivate and form 3 pillar-type digital industry clusters at the 100-billion-yuan level and 20 characteristic digital industry clusters at the 10-billion-yuan level.
In terms of platform economy, Shandong will implement the "Thousand-Hundred-Ten" cultivation project for the platform economy, vigorously develop platform economies such as industrial internet, online freight, bulk commodity trading, and lifestyle services, and build a platform economy system with Shandong characteristics.
Around cultivating frontier industries in the digital-intelligent field, Shandong will support cities such as Jinan, Qingdao, and Yantai in developing future industries and cultivate a batch of digital-intelligent incubators and acceleration parks.
In strengthening real-digital integration, Shandong will focus on advancing digital-intelligent transformation of industry, agriculture, services, and the marine industry.
In terms of digital governance, the Plan proposes strengthening holistic intelligent governance, improving governance service effectiveness, and focusing on advancing tasks such as digital government, digital society, digital culture, and digital ecological civilization construction.
Among these, digital government construction will deeply advance "efficiently handling one matter," iteratively upgrade the "Love Shandong" government service platform, and comprehensively support "one-network handling" of government service matters.
It will build a "sensation-free monitoring" system for the business environment.
It will deepen the construction of "Qilu Smart Brain," improving economic and social operation monitoring, trend analysis, and risk prevention and control.
It will build a province-wide integrated digital-intelligent platform system, strengthen government "one network" and "one cloud" support, standardize management of public resources such as video sensing, intensively build a government large model service management platform, construct a "multi-cross-domain business middle platform" support system, and improve the level of co-construction, sharing, and common use of digital resources.
Digital society construction will carry out a breakthrough action for smart city construction, deeply advance city-wide digital transformation, accelerate urban digital renewal and new industry-city integration, and advance digital twin city construction.
It will implement an action to improve smart and efficient urban governance, advance the upgrading and capacity expansion of "city brains," build an omnidirectional empowering intelligent hub for urban operations, and advance scenario applications for "efficiently handling one matter."
It will implement a high-quality development action for digital villages, deepen digital village pilot construction, and advance "doorstep handling" and "palm handling" of high-frequency agriculture-related service matters.
Digital infrastructure construction is a key support for digital-intelligent transformation.
Focusing on building a solid digital foundation, the Plan specifies key tasks for network infrastructure, computing infrastructure, data infrastructure, and integrated infrastructure.
The Plan specifies that Shandong will iteratively upgrade high-speed ubiquitous network infrastructure.
For example, it will deploy next-generation communication networks with appropriate forward-looking planning, promote bandwidth expansion of the Jinan and Qingdao national internet backbone direct connection points, and build and operate the Qingdao International Communication Business Entry and Exit Bureau at a high level.
It will make forward-looking arrangements for new-type network facilities such as 6G, satellite internet, and quantum information.
In terms of computing infrastructure, the Plan proposes coordinating the development of general computing power, intelligent computing power, and supercomputing power, arranging edge computing power with low latency, high reliability, and high security according to local conditions, exploring the layout of new-type computing facilities such as quantum computing, and building a highland for vertical-domain industry-application-level computing innovation.
It will actively integrate into the overall layout of the national "East Data, West Computing" project, build a province-wide integrated computing network, focus on building Jinan, Qingdao, and Zaozhuang provincial computing hubs, promote the intensive clustering of newly added computing power, and form an overall layout of "hub leadership and cross-city coordination."
It will support the Jinan and Qingdao supercomputing centers in deeply integrating into the national distributed supercomputing internet system.
In terms of data infrastructure, it will integrate into the overall layout of national data infrastructure, build province-wide regional functional nodes, and promote integrated connection of data infrastructure.
It will support cities such as Jinan, Qingdao, and Weifang in carrying out national data infrastructure pilot construction.
At the same time, focusing on accelerating the improvement of integrated digital-intelligent integrated infrastructure, Shandong will carry out digital transformation and intelligent management of municipal infrastructure such as urban water supply, drainage, power supply, gas, heating, fire hydrants, and underground comprehensive utility tunnels according to local conditions.
In addition, according to the Plan, focusing on creating a favorable digital ecosystem, Shandong will focus on advancing work such as improving institutional and regulatory systems, strengthening talent team building, increasing exchange and cooperation, and building solid security protection barriers.
For example, it will promote the promulgation and implementation of the Shandong Province Data Regulations and comprehensively implement the chief data representative (officer) system.
