The document calls for fully leveraging the efficiency advantages of low-altitude transport and exploring the development of low-altitude cargo routes, with priority given to low-altitude freight services in remote mountainous areas, islands, and anchorages.

On the premise of ensuring safety and avoiding disturbances to residents, and in accordance with enterprise demand, the plan encourages exploratory and moderate use of drones within urban areas to carry out pilot programs such as e-commerce express terminal delivery and direct delivery of high-value items, while exploring safe, reliable, and commercially sustainable models for urban low-altitude delivery.
